The Safety Officer is responsible a proactive safety culture and ensuring 100% operational compliance with Malaysian statutory requirements. This role focuses on identifying workplace risks, streamlining safety procedures through Continuous Improvement (Kaizen), and serving as the primary liaison between the organization and regulatory authorities.

 

What are your key responsibilities:

 

  1. Regulatory Governance & Compliance Serve as the primary authority on Malaysian EHS legislation (OSHA, DOE, USECHH). Ensure the organization remains in full legal standing by advising management on statutory requirements and executing necessary compliance actions.

  2. Strategic Safety Leadership & Coaching Chair the Safety Committee and drive a proactive safety culture. Act as a mentor to staff and contractors, utilizing Kaizen and Safety Dojo programs to instill a mindset of continuous improvement and behavioral safety.

  3. Advanced Risk Management (HIRADC) Lead the development and review of HIRADC (Hazard Identification, Risk Assessment, and Determining Control). Provide expert technical advice on risks associated with new processes, projects, or machinery to ensure safety is "baked-in" to operations.

  4. Operational Inspection & Enforcement Maintain a "firm and disciplined" presence on-site through rigorous safety audits and inspections. Empower the workforce to uphold standards while decisively correcting non-compliance and unsafe behaviors.

  5. Emergency Preparedness & Training Standardize and oversee the delivery of safety inductions, toolbox talks, and specialized emergency drills. Ensure the workforce is technically competent and psychologically prepared to respond to site-specific emergencies.

  6. Incident Investigation & Root Cause Analysis (RCA) Act as the Lead Investigator for all workplace accidents and near-misses. Beyond just reporting, perform deep-dive Root Cause Analysis to implement corrective actions that prevent recurrence.

  7. Stakeholder & Subcontractor Management Manage external relationships with regulatory bodies (DOSH/DOE) and ensure all third-party contractors strictly adhere to the project’s safety management system and corporate HSE protocols.

  8. HSE Documentation & Audit Readiness Systematize the maintenance of safety records, PPE inventories, and compliance reports. Ensure all safety documentation is accurate, up-to-date, and ready for internal or external ISO/regulatory audits at any time.

What you bring to the role:

 

  • Professional Certification & Education: Must possess a valid DOSH Green Book registration and a Diploma or Degree in Occupational Safety & Health, Environmental Science, or a related technical field.

  • Experience: A minimum of 5–10 years of proven experience in HSE roles, with a deep understanding of Malaysian Safety Laws (OSHA/EQA) and ISO 45001 management systems.

  • Technical: Demonstrated expertise in conducting comprehensive HIRADC, safety audits, and sophisticated incident investigations (Root Cause Analysis) to mitigate workplace hazards.

  • Strategic Planning & Forecasting: Ability to look beyond daily tasks to forecast safety trends, plan long-term HSE initiatives, and deliver professional presentations to senior management and stakeholders.

  • Leadership & Stakeholder Coordination: Strong "firm and disciplined" leadership style with the ability to manage subcontractor compliance and coordinate safety activities across diverse project teams.

  • Resilience & Crisis Management: Proven ability to remain composed under pressure, making rapid, high-stakes decisions during emergencies while maintaining clear reporting and communication lines.
